How frequently is data collected from the Fulfillment Inbound Shipment API?

Does Fulfillment Inbound Shipment have country or Marketplace IDs?

No, not directly. There is no explicit  country or marketplace for Inbound Fulfillment. Amazon supplies a fulfillment center ID in the data feed which you can map to a geographic location. 

Does Amazon provide a listing of Fulfillment Center IDs?

No, Amazon does not publish a comprehensive listing of all IDs to understand the country, state, or city it resides. Amazon has a partial <a href="https://sellercentral.amazon.com/gp/help/external/201811680?language=en-US&amp;ref=mpbc_200240440_cont_201811680" target="_blank" rel="nofollow noopener noreferrer">listing</a> which is the US only. 

Are there any other ways to determine the location of a Fulfillment Center ID?

You can JOIN on market data from the Advanced Reporting view called mws_fba_daily_inventory_master. This assumes you have Advanced Reporting data feeds.
